Devin Cloud vs Desktop: Subscription and Usage Scope
Compare cloud and local execution, self-serve sharing, Teams seat eligibility, and legacy Windsurf continuity without hiding official SKU and billing conflicts.
Guide evidence verified . Account settings and contract terms can change the applicable path.
Direct answer
Different execution surfaces; entitlement depends on your cohort
Devin Desktop is the current name of the former Windsurf IDE. Devin Cloud runs autonomous work in a remote machine. Current self-serve integration docs explicitly include Cloud with Pro, Max and Teams Desktop subscriptions and say they share quota and extra-usage balance. Shared branding alone would not establish that relationship.
The migration FAQ also calls Cloud a separate SKU in its no-forced-ACU-migration answer. Do not apply either statement to every legacy contract. Unknown — conflicting / account_dependent: the full boundary between those descriptions is not reconciled.
Cloud versus Desktop
Question
Desktop / local work
Cloud work
Where does it run?
IDE and local agent on your computer.
Devin's remote VM with its own browser/desktop; continues while your laptop is closed.
What replaced Windsurf?
The IDE was renamed June 2, 2026; the migration retains documented existing plans/settings.
The rename is not evidence that every old Windsurf contract gained Cloud.
Current self-serve Pro / Max
Desktop entitlement under the selected single-user plan.
Included Cloud access and shared quota/extra-usage balance are explicitly documented; rollout can be gradual.
Current Teams full seat
Includes Desktop and a seat allowance.
Cloud can draw on the documented self-serve entitlement; extra-usage credits are team-shared. Included full-seat allowances are not a universal team pool.
Current Teams flex seat
No Desktop entitlement.
Uses the team's shared on-demand credits; no included full-seat allowance.
Legacy Windsurf / Enterprise
FAQ preserves Desktop plan continuity without forcing an ACU switch.
Separate-SKU FAQ language and administrator enablement apply; shared entitlement/pool for your contract is Unknown until verified.
Before starting billable work
Identify whether the account is current self-serve, a legacy Windsurf subscription, or a negotiated Enterprise contract.
For Teams, identify full versus flex seat; having a team login alone does not grant Desktop.
Check Cloud rollout/admin access and the account's quota and purchased balance. A linked account does not prove a legacy pool conversion.
Teams billing remains Unknown — conflicting: the pricing page describes an $80 plan charge plus $40 full seats; billing docs describe a minimum to which seat fees contribute. No worked Teams invoice is published here. Max also needs a cohort check: self-serve billing explicitly says weekly-only, while Desktop quota docs use general daily/weekly language. The migration guide retains the rename timeline; pricing retains plan terms.
Official source conflict
Official sources disagree
Unknown — conflicting Devin Desktop / Windsurf Teams $80 minimum versus $40 full-seat charges
Source A:Devin pricing — The Devin pricing page presents Teams as $80/month for the team plan plus $40/month per full developer seat, and the compare table header also shows Team $80/month with +$40/month per full user.
Source B:Devin self-serve billing — The self-serve billing document states every Teams account pays at least $80/month and that full-seat fees of $40 each contribute toward that minimum, with leftover minimum billed as prepaid on-demand credits. Two full seats equal $80 with $0 included credits; three full seats equal $120.
Applies to: Current self-serve Teams plans
Decision impact: A buyer cannot treat one additive total as settled Fact. Both sources agree the monthly obligation is at least $80. They disagree on whether seat fees stack on top of an $80 plan fee or count toward it.
TraceCheck status: Unresolved — Derived outputs must not treat one side as settled Fact.
Current interpretation: TraceCheck records an $80 monthly minimum and does not publish a single additive $80+$40 total as Fact.

Unknown — conflicting Devin Cloud inclusion and the migration FAQ's separate-SKU language
Source B:Devin Desktop FAQ — The no-forced-ACU-migration answer says Cloud remains a separate SKU, including in a question covering legacy Windsurf customers.
Applies to: Current self-serve versus legacy Windsurf and negotiated Enterprise contracts; the exact boundary is not reconciled.
Decision impact: Use the explicit self-serve documentation only for that cohort. Do not infer Cloud entitlement or a shared pool for all historical Windsurf contracts.
TraceCheck status: Unresolved — Derived outputs must not treat one side as settled Fact.

Unknown — conflicting Max daily-cap applicability across self-serve and Desktop quota descriptions
Source A:Devin self-serve billing — Current self-serve billing explicitly describes Max as weekly-only with no daily cap.
Source B:Devin Desktop quota system — Desktop quota documentation describes daily and weekly allowances generally and includes Max among paid plans, without a Max exception.
Applies to: Max self-serve versus existing Desktop/legacy accounts; verify contract and account meter.
Decision impact: Do not publish a universal Max daily cap or infer that a historical account has migrated. Exact numeric quotas remain undisclosed.
TraceCheck status: Unresolved — Derived outputs must not treat one side as settled Fact.
