GitHub Copilot Organization Credit Pooling
This page covers organization pooled AI Credits and seat-contribution arithmetic. Current individual limits stay on the usage-limits guide. AI Credits vs remaining premium requests stays on the migration guide.
Direct answer
How are included Copilot AI Credits pooled?
- Who contributes
- Fact Each assigned Copilot license contributes its included monthly AI Credits to a shared pool at the billing entity.
- Business contribution
- Fact 1,900 AI Credits per user per month. Seat price $19.00/user/month.
- Enterprise contribution
- Fact 3,900 AI Credits per user per month. Seat price $39.00/user/month.
- Pool scope
- Fact Pooled at the billing entity. GitHub’s example: 100 Copilot Business users share 190,000 credits rather than 100 individual buckets.
- Reset
- Fact The pool resets to the full monthly amount at 00:00:00 UTC on day 1 of each calendar month. Unused credits do not roll over.

Who can consume the pool
- Fact Assigned Copilot Business or Enterprise users draw from the shared billing-entity pool.
- Fact Code completions and next edit suggestions are unlimited and do not consume AI Credits. They are not part of the pooled credit arithmetic.
- Fact Chat, CLI, cloud agent, Spaces, Spark, and third-party coding agents consume AI Credits.
- Fact Adding licenses mid-cycle increases the pool immediately. Removing licenses does not shrink the current pool; the decrease is reflected at the start of the next billing cycle.
Unknown — account-dependent A user-level budget of $0 blocks that user even if the organization pool still has capacity. Enterprise spending limits can also block a user before a personal budget is reached. There is no automatic fallback to a cheaper model.
Admin and budget behavior after the pool is exhausted
- Fact Additional usage is enabled by default and continues at $0.01 per AI Credit unless an administrator disables paid AI-credit usage or a cap blocks it.
- Fact If additional usage is not allowed, usage is blocked until the next calendar-month reset.
- Budgets can be set at user, cost-center, organization, and enterprise levels. Those controls are account policy, not a universal TraceCheck number.
Worked organization examples
| Scenario | Included pool |
|---|---|
| 10 Copilot Business seats | Derived 10 × 1,900 = 19,000 AI Credits / calendar month, pooled at the billing entity. |
| 10 Business + 5 Enterprise seats | Derived (10 × 1,900) + (5 × 3,900) = 38,500 AI Credits / calendar month. |
| GitHub’s 100 Business-user example | Fact 100 × 1,900 = 190,000 shared AI Credits, not 100 separate buckets. |
The June 1–September 1, 2026 promotional 3,000 / 7,000 per-user amounts for existing org customers have ended. Current included contributions are 1,900 and 3,900.
