GitHub Copilot CLI: Which Plans Include It?

Does my Copilot plan include Copilot CLI?

- Fact GitHub documents Copilot CLI as available with all Copilot plans. The plans overview also states that all plans include Copilot CLI and the Copilot app.
- Organization policy
- Fact If Copilot comes from an organization, the Copilot CLI policy must be enabled. Enterprise and organization owners can enable or disable Copilot CLI as its own client policy.
- CLI vs app
- Fact Disabling Copilot CLI does not disable the GitHub Copilot app. The app has a separate policy.
- BYOK
- Fact If Copilot CLI is configured to use your own LLM provider API keys, GitHub authentication is not required. GitHub-integrated features listed on that auth page are then unavailable.

When CLI can be missing despite a paid seat
